There is an encryption bug that prevents DBC Finance and DBC PortOpt from downloading SLGS.
When trying to download SLGS, there is a very long error message that begins with Could not retrieve a valid page.There is a Windows patch which must be installed on the user's PC in order to enable SLGS downloading in DBC Finance and DBC PortOpt.

Contact your IT department for assistance to install the bug fix.
Note, Microsoft ended support for Windows XP on April 8, 2014.
