Prevent users from installing DBC program updates

There is a user preference that will automatically check for an update when DBC is started. If an update is available, the user will be prompted to download and install the update. By default, this preference is turned off. Meaning, there is no automatic check. But the user can still perform the update function manually from the Help menu.
